Converts the comma delimited data contained in CSVfile to the .vdf format file outfile. If outfile is omitted or left blank then CSVfile is given extension .vdf during the conversion. form is the name of a form file controlling the conversion process. It is optional. See Preparing, Using and Exporting Data for more information on form files.
codepage specifies the character encoding in the source file. A common encoding is 1252 – ANSI Latin1. If this is not specified then UTF8 (65001) is assumed.
