This command works only with command files. It creates a packaged model (.vpm) file or a packaged application (.vpa) file using a form file created from the model publication dialog. The form file is a plain text file that records options and files to include. The form file should be created from the publication dialog, though it will work fine if you edit it to rename files or to add or remove files after the first two that are listed.
Note that the base directory for publication is the directory of the active model. You should first load a model in the directory you want to publish from with the SPECIAL>LOADMODEL command and then execute the FILE>PUBLISH command.
