Converts .dat format data in datafile to a .vdf format file vdffile. If you leave off vdffile the data file name with the extension .vdf will be used and the user will be queried about overwriting this file if it exists.
codepage specifies the character encoding in the source file. A common encoding is 1252 – ANSI Latin1. If this is not specified then UTF8 (65001) is assumed.
